A regulation may be used to prescribe or proscribe conduct ("command-and-control" regulation), to calibrate incentives ("incentive" regulation), or to change preferences ("preferences shaping" regulation"). In statist mechanisms it can also be extended to monitoring and enforcement of rules as established by primary and/or delegated legislation. In this form, it is generally a written instrument containing rules having the force of statist law (as opposed to natural law). Other forms of regulation are self regulation. In general, regulations are written by executive agencies as a way to enforce laws passed by the legislature. Because of the actual or potential interference in choices, the idea of regulation and most issues related to regulation tend to be in controversy. Regulation can take many forms: legal restrictions promulgated by a government authority, contractual obligations that bind many parties (for example, "insurance regulations" that arise out of contracts between insurers or reinsurers and their insureds), self-regulation by an industry such as through a trade association, social regulation (e.g. norms), co-regulation, third-party regulation, certification, accreditation or market regulation. In its legal sense regulation can and should be distinguished from primary legislation (by Parliament of elected legislative body) on the one hand and judge-made law on the other. Regulation mandated by a state attempts to produce outcomes which might not otherwise occur, produce or prevent outcomes in different places to what might otherwise occur, or produce or prevent outcomes in different timescales than would otherwise occur. In this way, regulations can be seen as implementation artifacts of policy statements. Common examples of regulation include controls on market entries, prices, wages, development approvals, pollution effects, employment for certain people in certain industries, standards of production for certain goods, the military forces and services. The economics of imposing or removing regulations relating to markets is analysed in regulatory economics.

Swimming doesn't seem like a complicated sport with a lot of rules. However, there are at least 26 rules that can get you disqualified. Start 1- On the starter's command "take your marks", swimmers shall immediately take up a starting position with at least one foot at the front of the starting platforms. The position of the hands is not relevant. 2- Any swimmer starting before the starting signal has been given, shall be disqualified. Freestyle 3- Some part of the swimmer must break the surface of the water throughout the race, except it shall be permissible for the swimmer to be completely submerged during the turn and for a distance of not more than 15 meters after the start and each turn. By that point, the head must have broken the surface. 4- Standing on the bottom during freestyle events or during the freestyle portion of medley events shall not disqualify a swimmer, but he shall not walk. 5- Obstructing another swimmer by swimming across another lane or otherwise interfering shall disqualify the offender. Backstroke 6- Bending the toes over the top of the touchpad or over the wall is prohibited. 7- At the signal for starting and after turning the swimmer shall push off on his/her back. 8- swim upon his/her back throughout the race except when executing a turn 9- The normal position on the back can include a roll movement of the body up to, but not including 90 degrees from horizontal. 10- Pulling on the lane rope is prohibited. 11- Upon the finish of the race the swimmer must touch the wall while on the back in his/her respective lane. Breaststroke 12- From the start and throughout the race the stroke cycle must be one arm stroke and one leg kick in that order. 13- All movements of the arms shall be simultaneous and on the same horizontal plane without alternating movement. 14- The elbows shall be under water except for the final stroke before the turn, during the turn and for the final stroke at the finish. 15- The hands shall not be brought back beyond the hip line, except during the first stroke after the start and each turn. 16- During each complete cycle, some part of the swimmer’s head must break the surface of the water. 17- All movements of the legs shall be simultaneous and on the same horizontal plane without alternating movement. 18- At each turn and at the finish of the race, the touch shall be made with both hands separated and simultaneously at, above, or below the water level. 19- After the start and after each turn, the swimmer may take one arm stroke completely back to the legs during which the swimmer may be submerged. 20- At any time prior to the first Breaststroke kick after the start and after each turn a single butterfly kick is permitted. Butterfly 21- Both arms shall be brought forward simultaneously 22- over the water and brought backward simultaneously under the water through-out the race, 23- All up and down movements of the legs must be simultaneous. 24- At each turn and at the finish of the race, the touch shall be made with both hands separated and simultaneously, at, above or below the water surface. 25- It shall be permissible for a swimmer to be completely submerged for a distance of not more than 15 meters after the start and after each turn. Relays 26- In Medley relay events, swimmers will cover the four swimming strokes in the following order: Backstroke, Breaststroke, Butterfly and Freestyle. Don’t Take Taxis It is an unnecessarily expensive way to get around, and it can take a long time to get anywhere through the gridlock. Don’t Take the Peak Tram The Peak is undoubtedly one of the best vantage points in Hong Kong, but taking the overpriced, over-crowded tourist tram up to the top isn’t the only way up there. Instead, if you’re fit, consider hiking up the hill using the designated footpaths. 7. Don’t Underestimate the Language Barrier If you need to ask anyone for directions, try to find younger people to help, since they’re more likely to speak English. Taxi drivers rarely speak English, so have a map or written address on hand to convey where you want to go. 8. Don’t Forget about the Entry Requirements Hong Kong has its own entry requirements. Citizens of the US and most western nations do not need any visa to visit Hong Kong for a period of less than 90 days. However, if you want to go to Shenzhen or other parts of mainland China, you will need a separate visa. 9. Don’t Bring Chinese Currency While China uses the Yuan, Hong Kong still uses its own currency; the Hong Kong dollar. Although you shouldn’t have any problem changing money anywhere in the region. If you’re arriving via mainland China, you’ll need to withdraw or change some money as soon as you get to Hong Kong. 10. The New South Wales Government has recently introduced an amendment to Public Health Regulations in order to protect the public from Legionnaires’ disease outbreaks caused by cooling towers. The new regulations have introduced significant changes to cooling tower systems management in NSW and include requirements for a compulsory RISK MANAGEMENT PLAN (RMP) to be completed by June 2019. These new Legionella laws have a significant effect on the industry with an estimated 6000 Risk Management Plans required by law to be completed by June 2019. NSW Health has also released comprehensive Guidelines for practical guidance on the legal requirements. This document details the roles and responsibilities, explains the risk factors, runs through the RMP process and outlines reporting, response and administrative requirements. In this video, we're going to discuss how to transport vape gear while flying in the US. Regarding vape devices, you are not allowed to check them in your luggage but you are allowed to take them in your carry-on bag. This is also true for any batteries. It's recommended that you put all of your spare batteries into plastic cases to prevent them from coming into contact with metal. Using a vape device on a plane is strictly prohibited. To prevent your device from firing at any point, it's recommended that you remove the batteries from it. If your vape doesn't have removable batteries, you can remove the atomizer. Regarding e-liquid, you are allowed to check it in your bag or carry it on. But if you carry it on, it must be in bottles no larger than 100ml and those bottles must all be in a quart-sized ziplock bag. Also, it's recommended that you empty all of the e-liquid in your vape tank or make sure that your tank is well sealed as the pressure changes at high altitudes can cause the tank to leak. An animated guide to the creation of EU legislation from start to finish. Unlike what happens in Member States, in the EU only the Commission can propose directives or legally binding regulations. Neither the States nor the EP have this power. But these proposals never just fall from the sky. In fact, the European Commission listens to voices that are raised across Europe for or against the creation of new laws. At this stage the MEPs are also included. They often adopt recommendations. From 2012 European citizens will also be able to ask directly for new draft laws. For that, one million Europeans from at least seven countries will need to sign a petition. After listening to all sides, the Commission finally presents a draft law. That's the start of a long process which takes 12 to 18 months. The draft then goes to the EU Council, representing the States, and to the EU Parliament, representing the citizens. In 80% of cases, the two institutions have equal power. That's called the ordinary legislative procedure. There's no question of legislating on everything. The EU can make laws on the environment, agriculture, transport... The list is growing. But the States have an absolute right of veto on social security, taxation, or foreign affairs and defence, for example. Returning to draft laws, before adoption, they go through the institutional mill. The EU Council and the EP amend the drafts according to their interests and according to the majorities that take shape. Since the States and MEPs rarely agree first time around, they must negotiate. Two possible outcomes: Either the two institutions reach a compromise and the draft law can be adopted after a vote by MEPs. Or there's no agreement and negotiations must continue. If the negotiations fail once, the clock starts ticking to find agreement before a deadline. If there's still disagreement, the draft law quite simply fails and the whole procedure has to start again. But in fact that very rarely happens. When there's agreement, the new European law is officially adopted and all Member States must then apply it. Well, almost. Sometimes States receive a derogation. If they fail to comply, the European Commission will act once again. It can call bad students to order. And if that fails the Court of Justice of the EU takes over.
